Commentary: ANC 5D Meeting January 2022

Hey everyone. This was a simple-enough ANC Meeting this month. All Commissioners were present. The agenda is here, and the YouTube recording is here, although only about half of it was recorded this month. It seems like more people are calling in to the Zoom, which is good, but there was only mixed success in them being able to talk. The ANC unanimously re-elected the officers from last year and approved the security fund and schedule: the ANC will continue to meet every second Tuesday of the month at 7pm on Zoom, except for July and August. The officers are:

MPD Public Safety Report from Capt. Jerome Merrill: There were some arrests in connection to robberies at nearby construction sites. The ANC continues to work with the police, ABRA and Councilmember McDuffie’s office to deal with violence around corner stores on Benning Road. Reminder: there are no loitering laws in DC.

Mayor’s Office report from Nokomis Hunter: There are at-home rapid tests (check live availability here) at Woodridge library (each person can have four tests each time), and PCR tests you can take at home and drop back off for testing at Trinidad Rec Center (check live availability of these here, scroll down). Proof of vaccination will be required at restaurants and many indoor places as of January 15 (not church, museums and grocery stores).

Ward 5 Councilmember’s Report from Silas Grant: If you remember the issue about the Ward boundaries from last time, that has been resolved at the Council level. The final map was approved, and kept the Armed Forces Retirement Home in Ward 5. Now the ANC boundaries will be up for consideration.

DDOT Safety Update, Dalando Baker: An explainer for how to request a Traffic Safety Investigation from DDOT if you think something about the roadway is dangerous. This is a new process that replaces requests at the ANC level. Baker explained the steps, from the initial 311 request through four more steps. I’m cautiously optimistic, but often it has taken repeated resolutions and years of followthrough to see any improvements. Several Commissioners asked about specific intersections and roadways.

Alley Closure - 1728 Montello Ave. NE: Unanimously approved.

Traffic Calming on Montello Ave NE and Trinidad Ave NE: Commissioner Cobb explained that DDOT has been resistant to slow down these streets because they don’t want to slow the buses with speed bumps or stop signs. There are two things DDOT is open to: concrete curb extensions and contraflow bike lanes (just painted lanes going against the one-way vehicle traffic, like on G Street and I Street) to slow down traffic. Commissioner Hoffman suggested adding that the ANC has already passed measures to slow down these streets. Unanimously approved. 
Hiring a Architectural Design Professional for no more than forty hours a year: Making a professional available to neighbors to review various projects. Unanimously approved.
